Subject: Implementation of the 1996 revision of the Guide for the Care and Use of Laboratory Animals

Dear Colleague:

The Institute of Laboratory Animal Resources (ILAR) of the National Academy of Sciences has published the 1996 revision of the Guide for the Care and Use of Lab Animals (Guide).

The Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals requires that institutions receiving PHS support for activities involving animals base their programs of animal care and use on the Guide and comply, as applicable, with the Animal Welfare Act and other Federal statutes and regulations relating to animals. PHS-Assured institutions are encouraged to begin implementing the 1996 revision of the Guide as soon as possible.

OPRR expects that all PHS-Assured institutions will have completed by July 31, 1997, at least one semiannual program and facility evaluation, complete with reasonable and specific plans and schedules for corrections of deficiencies where appropriate, using the 1996 Guide as the basis for evaluation.

The enclosed copies of the 1996 Guide are intended for the Institutional Official, IACUC Chair, institutional veterinarian, or others involved in the institutional animal care and use program. Additional individual copies may be requested through OPRR at 301-496-7163, ext. 226. Other sources for the Guide include ILAR (202-334-2590) and the National Center for Research Resources, NIH (301-435-0744). In addition, ILAR has announced that the 1996 Guide will be available for retrieval on the world wide web at: http://www.nap.edu/html/labrats/
