The National Center for Complementary and Alternative Medicine (NCCAM) announces the availability of one-year administrative supplements for NCCAM-funded grantees to stimulate collaborations for future research on integrative approaches to pain and symptom management in Department of Defense (DoD) or Department of Veterans Affairs (VA) populations. The proposed activities must be within the scope of the peer-reviewed activities specified within the NIH parent award.
With U.S. military forces serving in Iraq and Afghanistan, there have been approximately 2 million troops deployed and approximately 3 million deployments. As a result of these military operations, 202,281 cases of traumatic brain injury (TBI) have been recorded between 2000-2010 (dcoe.health.mil); rates of post-traumatic stress disorder (PTSD) vary, typically ranging from 5% to 20% among previously deployed personnel not seeking treatment with prevalence estimates higher in those seeking treatment (Ramchand, 2010); and high co-morbidity rates are reported among the following psychiatric conditions: PTSD, TBI, substance use disorder (SUD), and Depression (Seal, et. al., 2011). Furthermore, studies show nearly 50% of veterans report that they experience pain on regular basis (Otis, et. al., 2009; Kerns, et. al., 2003) and there is significant overlap between chronic pain, PTSD, and persistent post-concussive symptoms (Lew, et. al., 2009).
The Office of The Army Surgeon General’s Pain Management Task Force released their Final Report in May 2010, Providing a Standardized DoD and VHA Vision and Approach to Pain Management to Optimize the Care for Warriors and their Families , and have launched a Comprehensive Pain Management Campaign Plan. One of the objectives specified in the final report is to incorporate complementary and integrative therapeutic modalities into patient centered plans of care. The current health care needs of military personnel and veterans and the substantial interest by veteran and military entities in incorporating integrative approaches to pain and symptom management is an opportunity to study utilization, mechanisms, efficacy, and effectiveness of promising integrative approaches. The success of collaborative research is often dependent upon the pairing of investigators with different backgrounds and expertise. This program seeks to support interactions of this type that will encourage future research on the use of integrative approaches for symptom management in military or veteran health care settings or populations. Applications that leverage existing relationships between academic institutions and DoD or VA sites are highly encouraged. It is anticipated that these administrative supplements will be successful in generating pilot data for new joint investigator-initiated R21, R01 or P01 grant submissions to the NIH. We are very

Research activities should involve a VA or DoD clinician or researcher and an NCCAM-funded researcher with the goal of fostering collaborations for research on integrative approaches to treatment and health in military or VA populations. At the end of the activity, supported investigators will be required to submit a brief (2-4 page) summary of the findings, relevant publications, and future plans for the collaboration. Sharing of any resource developed with these funds should also be described within the summary. The summary would be part of the annual Progress Report and the Final Report submitted for the supplement.

Award Budget |
The funding mechanism being used to support this program, administrative supplements, can be used to cover cost increases that are associated with achieving certain new research objectives, as long as the research objectives are within the original scope of the project, or the cost increases are for unanticipated expenses within the original scope of the project. Any cost increases need to result from making modifications to the project that would increase or preserve the overall impact of the project consistent with its originally approved objectives and purposes. Applicants may request up to $50,000 in direct costs [excluding consortium Facilities & Administrative (F&A) costs] for the one-year duration of an administrative supplement under this program. At least one investigator within the collaboration must be the Program Director/Principal Investigator on an NCCAM supported grant. The maximum direct cost request for an individual NIH grantee is $50,000. Facilities and Administrative (F&A) costs will be paid at the full, negotiated rate. Applicants should provide a detailed budget justification for personnel costs, supplies, and other expenses. Salary support for the PD/PI, co-investigators, and collaborators is not permitted but can be requested for technicians, graduate students, postdoctoral associates, and/or other research personnel. The purchase of equipment is not allowed. In fiscal year 2012, the NCCAM plans to commit up to $700,000 Total costs towards this administrative supplement program, with 8-10 awards anticipated. |
Award Project Period |
The project and budget periods must be within the currently approved project period for the existing parent award. To be eligible, the parent grant must have at least eighteen months of active funding remaining at the time that the supplement application is submitted, and the research proposed in the supplement must be accomplished within the currently funded award period. The duration of each award is limited to one year. |

This announcement is for supplements to existing projects. To be eligible, the parent award must be active and the research proposed in the supplement must be accomplished within the competitive segment. The proposed supplement must be to provide for an increase in costs due to unforeseen circumstances. All additional costs must be within the scope of the peer reviewed and approved project.

This FOA does not require cost sharing as defined in the NIH Grants Policy Statement.
Applicant organizations may submit more than one application, provided that each is sufficiently distinct from any other administrative supplement currently under consideration by the awarding NIH Institute or Center. This program will support administrative supplements to Research Project (R01), Clinical Trial Planning Grant Program (R34), Research Project Cooperative Agreements (U01), Research Program Cooperative Agreements (U19), and Program Project (P01) awards to NCCAM grantees. Parent awards must be actively funded through NCCAM in order to be eligible. Grants that are in a no-cost extension period will not be considered for support under this supplement program. Only one supplement request may be submitted per PD/PI or parent grant. Project Leaders who are not also PD/PI on P01 awards are not eligible to apply for these supplements.
Since applications in response to this announcement will only receive administrative review by the awarding Institute or Center, and will not receive a peer review, the NIH policy on resubmissions will not apply. However, applications not accepted by the Institute or Center for review, or not funded by the Institute or Center, should not be submitted again without either responding to any written concerns or contacting the awarding Institute or Center for instructions first.
Applicant Instructions
Before submitting an application for a collaborative administrative supplement, all grantees should communicate with the Program Officer for their funded grant and the NCCAM Program contact for this announcement to discuss the planned application. If you have an idea or concept and need a collaborator, the program contact for this announcement will have information about potential collaborators; VA or DoD investigators currently working with VA or military populations and PIs of currently funded NCCAM projects.
The collaborating investigator must have an independent appointment with his or her own laboratory space and not be a postdoctoral fellow or other research personnel within the laboratory of the NCCAM funded Principal Investigator (PD/PI). Pairings of researchers in the field of complementary and integrative approaches to health with clinical investigators in VA or DoD settings is encouraged, but not required. The pairing of a senior with a more junior investigator is also not required; investigators at all stages in their careers are encouraged to participate.
The proposed studies must be within the scope of the peer-reviewed activities specified on the parent award. The uniqueness and interdisciplinary nature of the research activity should be highlighted, as well as its relationship to the parent grant. Proposals should not be designed to recover funds from review-recommended or administrative cuts to the parent award, provide cost extensions to activities that failed to re-compete in the peer review process, or change the parent grant from a single PD/PI to Multiple PD/PI award.

Relevance to Parent Grant and Approach
NIH staff will consider the relevance of the proposed activities to the parent grant. The degree to which the supplement application proposes a refinement or improvement of theoretical concepts, approaches or methodologies, instrumentation, or interventions will be considered. Adequate progress of the parent grant appropriate to the current stage of the project will be considered. NIH staff will consider if the proposed activities or analyses are well-reasoned and appropriate to accomplish the goals of the supplement within the timeframe proposed and if the expertise of the proposed research team is appropriate.
Programmatic Relevance
NIH staff will consider if the proposed activities are consistent with NCCAM's strategic plan http://nccam.nih.gov/about/plans/2011 and programmatic priorities as described on NCCAM's website http://nccam.nih.gov/grants/priorities.
Awards will be determined on the basis of overall impact, potential to promote collaborations, relevance and appropriateness of approach, programmatic relevance, and availability of funds. The added value of the activity to the parent grant(s) and its realistic scope given the one year commitment will also be taken into consideration.
In addition, each of the following criteria will be evaluated as applicable for the proposed supplement.
Protections for Human Subjects:
For research that involves human subjects but does
not involve one of the six categories of research that are exempt under 45 CFR
Part 46, NIH staff will evaluate the justification for involvement of human
subjects and the proposed protections from research risk relating to their
participation according to the following five review criteria: 1) risk to
subjects, 2) adequacy of protection against risks, 3) potential benefits to the
subjects and others, 4) importance of the knowledge to be gained, and 5) data
and safety monitoring for clinical trials.
For research that involves human subjects and meets the criteria for one or
more of the six categories of research that are exempt under 45 CFR Part 46, NIH
staff will evaluate: 1) the justification for the exemption, 2) human subjects
involvement and characteristics, and 3) sources of materials. For additional

Subjects Protection and Inclusion Guidelines.
Inclusion of Women, Minorities, and Children
When the proposed project involves clinical research, NIH staff will evaluate the proposed plans for inclusion of minorities and members of both genders, as well as the inclusion of children. Vertebrate Animals
NIH Staff will evaluate the involvement of live vertebrate animals as part of the scientific assessment according to the following five points: 1) proposed use of the animals, and species, strains, ages, sex, and numbers to be used; 2) justifications for the use of animals and for the appropriateness of the species and numbers proposed; 3) adequacy of veterinary care; 4) procedures for limiting discomfort, distress, pain and injury to that which is unavoidable in the conduct of scientifically sound research including the use of analgesic, anesthetic, and tranquilizing drugs and/or comfortable restraining devices; and 5) methods of euthanasia and reason for selection if not consistent with the AVMA Guidelines on Euthanasia. Biohazards
NIH Staff will assess whether materials or procedures proposed are potentially hazardous to research personnel and/or the environment, and if needed, determine whether adequate protection is proposed.
Administrative supplement requests will undergo an
administrative evaluation by NIH staff, but not a full peer review. Applications
submitted for this funding opportunity will be assigned to the awarding
component for the parent award and will be administratively evaluated using the
criteria shown above. All funding decisions are final and not subject to
appeal. The anticipated awards will be made no later than September, 2012.

will be provided to the applicant organization for successful applications.
This may be as an NoA for the supplemental activities only; alternatively, it
may be as either a revision to the current year NoA or included as part of a
future year NoA. The NoA signed by the grants management officer is the
authorizing document and will be sent via email to the grantee’s business
official.
Awardees must comply with any funding restrictions described in Section IV.5. Funding Restrictions. Selection
of an application for award is not an authorization to begin performance. Any
costs incurred before receipt of the NoA are at the recipient's risk. These
costs may be reimbursed only to the extent considered allowable pre-award costs.
Any application awarded in response to this FOA will be subject to the DUNS,
CCR Registration, and Transparency Act requirements as noted on the Award
Conditions and Information for NIH Grants website.

Cooperative Agreement Terms and Conditions of Award
Any supplements to Cooperative Agreements will be subject to the same Cooperative Agreement terms and conditions as the parent award.
Reporting requirements will be specified in the terms and conditions of award as applicable to the supplemental activities. In most non-competing continuation applications, the progress report and budget for the supplement must be included with, but clearly delineated from, the progress report and budget for the parent award. The progress report must include information about the activities supported by the supplement even if support for future years is not requested. Continuation of support for the supplement activities in the remaining years of the competitive segment of the grant will depend upon satisfactory review by the NIH awarding component of progress for both the parent award and the supplement project, the research proposed for the next budget period, and the appropriateness of the proposed budget for the proposed effort. This information is submitted with the PHS Non-Competing Grant Progress Report, Form 2590, and financial statements as required in the NIH Grants Policy Statement.
Additionally, at the end of the supplement-supported activities, supported investigators will be required to submit a brief (2-4 page) summary of the findings, relevant publications, and future plans for the collaboration. Sharing of any resource developed with these funds should also be described within the summary. The summary would be part of the annual Progress Report and the Final Report submitted for the supplement.
The Federal Funding Accountability and Transparency Act of 2006 (Transparency Act), includes a requirement for awardees of Federal grants to report information about first-tier subawards and executive compensation under Federal assistance awards issued in FY2011 or later.
