This information must be used in conjunction with the general description of the K02 issued in the NIH Guide, PA-95-050, Vol. 24, No. 15, April 28, 1995, which supersedes the previous K04 guidelines. OBJECTIVE The objective of the NICHD in utilizing the Independent Scientist Award is to provide scientists in the early and middle stages of their careers with an opportunity to have a period of intensive research concentration that will enable them to expand their potential to make significant contributions in a field of research within the scientific mission of the NICHD. It is anticipated that this period of research concentration will facilitate the development of major new concepts, paradigms, theories, techniques, or research programs. ELIGIBILITY REQUIREMENTS Eligibility for the NICHD K02 is limited to individuals possessing a doctoral degree. The candidate must be able to demonstrate that the requested period of research focus will foster her or his career as a highly productive scientist. The candidate must have a full-time appointment at the applicant institution at a level up to but not beyond the equivalent of associate professor. At the time that the application for the K02 is submitted, the candidate must be the principal investigator on a NICHD-funded research grant or cooperative agreement (R01, R29, U01) or a principal investigator on a subproject of a NICHD-funded P01, P50, U10, or U54. An investigator whose sole NICHD support is a small grant (R03), AREA award (R15), SBIR (R43, R44), and/or STTR (R41) grants is not eligible for this award. Environment. Applications will be accepted on behalf of the candidate from domestic universities, medical schools, or comparable non-Federal institutions. The institution must provide assurance that the candidate is an integral part of its research and academic program and demonstrate commitment to the development of the candidate as an independent scientist. Program. Candidates must be nominated by an institution on the basis of qualifications, interests, accomplishments, motivation, and potential for performing quality research. All candidates must provide a full description of the research and career development plan for the period of the award. PROVISIONS OF THE AWARD Duration and Level of Effort. The project period for the K02 award is five years. It is nonrenewable, and only in extraordinary situations may a change of institution be allowed with the prior approval of the NICHD. The original candidate may not be replaced. A minimum of 75 percent effort must be devoted to the research program, and the applicant institution must provide assurance that at least 75 percent time will be available to the candidate for research. Allowable Costs. Funding from this award for salary may not exceed $50,000 per year plus commensurate fringe benefits. Individual compensation is based on the institution's salary scale for individuals at an equivalent experience level. REVIEW CONSIDERATIONS Upon receipt, applications will be screened by NICHD staff for compliance with the eligibility criteria above. Applications not meeting these requirements will be returned to the applicant without review. Applications for the K02 will be evaluated for scientific and technical merit by an NICHD Review Committee, according to the review procedures and criteria described in the NIH K02 program announcement (Vol. 24, No. 15, April 28, 1995). Following the initial review, applications will undergo a second level review by the National Advisory Child Health and Human Development Council.
