OFFICE OF RESEARCH INTEGRITY'S, FOOD AND DRUG ADMINISTRATION'S,ADMINISTRATIVE ACTIONS BULLETIN BOARD NIH GUIDE, Volume 24, Number 7, February 24, 1995 P.T. 34 Keywords: Ethics/Values in Science & Technol Grants Administration/Policy+ National Institutes of Health It is the responsibility of applicant institutions to ensure that any staff whom they propose as personnel for research grants and research contracts are not among those sanctioned for misconduct in science. To aid the research institutions, the National Institutes of Health (NIH) has established an electronic bulletin board with information directly provided by the PHS Office of Research Integrity (ORI) and the Food and Drug Administration (FDA) about individuals subject to administrative sanctions. If an individual has been prohibited from applying for or receiving PHS funds, that person's name will appear on this bulletin board along with information describing the administrative sanction(s). This bulletin board also provides information on persons subject to other types of administrative actions, such as prohibition from serving on a PHS committee and ineligibility from receiving investigational products. This bulletin board consists of three parts. The first part lists names of individuals added to the bulletin board within the last sixty days and shows the date added. The second part provides a complete list of the names in alphabetical order. The third part provides more detail about these individuals (this list is also in alphabetical order). Access to the Bulletin Board System (BBS) on the NIH computer system can be obtained through a modem, NIHnet, or INTERNET. Using a PC and modem-- 1. You will need a telephone line and a communications software package (e.g., KERMIT, Telios, PROCOMM PLUS or similar). These software packages allow your PC to emulate a computer terminal and provide the communications protocol to do so (this is done only once). 2. The following parameters will have to be set to access the NIH computer. Your computer center can help you with it. o Set modem speed between 1200 or 2400 baud. (Older modems may require manual setting of the speed.) o Even parity o Seven data bits o One stop bit o Local Echo ON (sometimes referred to as Local Copy ON or Half Duplex) 3. Once your PC has been configured to emulate a terminal, dial (301) 402-2221 for local calls or 1-800-358-2221 for long distance. Please note that NIH users dialing from 496, 480, 594, or 402 exchanges should dial only the last 5 digits (i.e., 2-2221) of the number to access the NIH computer. 4. At the prompts for initials and account: a. NIH users with established DCRT account and initials should use them to log on. b. Those outside the NIH should type "WW9" and press the [Enter] key at the prompt for initials, and type "CDE1", at the prompt for account. Using INTERNET or NIHnet to access the system-- 1. Use TELNET or another INTERNET access to connect to WYLBUR.CU.NIH.GOV (make sure that your TELNET or other access software has local echo on). 2. Type "VT220" and press the [Enter] key when you receive a message that the connection is open. 3. At the prompt for initials, type "WW9" and press the [Enter] key. At the prompt for account, type "CDE1" and press the [Enter] key. You are now connected to the NIH computer. The administrative sanctions data are maintained on the NIH Computer Center's Bulletin Board System (BBS). The BBS provides access to various bulletin boards and offers a variety of options. The following describes how to navigate the BBS to access the administrative sanctions data. Note that while in the BBS you may encounter a "CONTINUE ?" prompt or a prompt that says "Press ENTER when you are ready to continue:". At either of these prompts, press the [Enter] key to get to the next command prompt. 1. Once the connection is established, a screen will appear welcoming you to the NIH BBS. 2. At the command prompt, type your first name followed by your last name and press the [Enter] key. 3. Type the letter "f" at the next command prompt, to obtain file commands, and press the [Enter] key. 4. To get the file name prompt, type the letter "l" and press the [Enter] key. 5. At the prompt for file name, type "ori" and press the press the [Enter] key. 6. Type the letter "s" at the command prompt, to show the contents of the file on the screen. To stop the search facility from listing do one of the following: If using a PC and modem, press the "Alt" key down and type the letter "b". If using INTERNET, press the "Ctrl" key down and type the letter "d". 7. When the search is complete, type the letter "q" to exit the system and close the connection with the computer. DOWNLOADING A FILE The BBS offers an option to download a file to a microcomputer. The following describes how to download the administrative sanctions data. Using a PC and modem-- 1. At the File command prompt, type the letter "t" and press the [Enter] key to get to the Transfer prompt. 2. Type "ori" when asked to enter the file you wish to download and press the [Enter] key. 3. Type the number "1" to specify where you want the file saved. 4. Set your terminal emulator to receive the file in "raw file download" format and press the [Enter] key. 5. The file will be displayed as it is downloaded. 6. Once the download is complete, press the [Enter] key to return to the File command prompt. 7. Type the letter "q" to exit the system and close the connection with the computer. Using INTERNET or NIHnet to download the file-- 1. At the File command prompt, type the letter "t" and press the [Enter] key to get to the Transfer prompt. 2. Type "ori" when asked to enter the file you wish to download and press the [Enter] key. 3. Type the number "2" to specify where you want the file saved 4. When prompted for the userid, type your electronic mail address. 5. When the download is completed, you will be returned to the File command prompt. Type the letter "q" to exit the system and close the connection with the computer. 6. The downloaded file should be in your mailbox waiting for retrieval sometime later that same day. Downloading is not encouraged. If you intend to download, be sure your copy contains the latest information before using this data to make a decision about whether the proposed applicant/committee nominee has an active administrative action against them. Note that the BBS will be updated daily to reflect any changes the ORI has made. The bulletin board shows the date of the last update so that a user can determine if any changes have occurred since the last time he/she downloaded.
