Purpose

The purpose of this Notice is to provide clarifications on the Funding Opportunity Announcement (FOA) PAR-12-003: “Limited Competition: Framework Programs for Global Health Innovation (D43)”.

Clarification on Number of Applications (Section III.3. Additional Information on Eligibility):

Current text:
Only one application per institution (normally identified by having a unique DUNS number or NIH IPF number) is allowed. However, institutions may participate in more than one consortium, and may be both an applicant institution and a participating consortium partner.

Revised text:
Only one application per institution (normally identified by having a unique DUNS number or NIH IPF number) is allowed per application due date. In some large universities, distinct entities within the umbrella university have unique DUNS numbers and separate grants administration offices.  These would be considered distinct institutions under this definition. However, institutions may participate in more than one consortium, and may be both an applicant institution and a participating consortium partner.

Applications that were not awarded in the first round may be resubmitted as amended applications for the second application due date on December 14, 2012 along with any new application from that institution.

Clarification on Trainees (Section III.3. Additional Information on Eligibility

Current Text:
Trainees must be citizens of either the U.S. or of an LMIC. 

Revised Text:
Trainees must be citizens of the U.S. or of a low- or middle-income country (as defined by the World Bank: http://data.worldbank.org/about/country-classifications/country-and-lending-groups) and have obtained a terminal degree in their fields (doctorate or other, as appropriate).  The degree should be the normal terminal degree for that field in the trainee’s home country.

Clarification on Scope (Section I. Funding Opportunity Description)

Current Text:
The applicant may propose completely new activities or build significantly on existing activities that will take these initiatives to a new level. The applicant should not propose to merely sustain an initiative already in place.

The applicant may propose completely new activities or build significantly on existing activities that will take these initiatives to a new level. The applicant should not propose to merely sustain an initiative already in place. In 2010, FIC issued pilot innovation training awards under the title “Framework Programs for Global Health Signature Innovation Initiative”, funded through the American Recovery & Reinvestment Act of 2009. An expansion of these pilot programs into full five year training programs would be appropriate and considered as building significantly on existing activities.  However, for these applicants, applications to the current FOA will not be considered "renewals", but rather should be submitted as "new" applications.

Additional Information for Section I. Funding Opportunity Description

Added Text:
Unlike other FIC-sponsored training programs, the Frame Innovation program is not intended primarily to provide trainees with specific scientific area research expertise, nor to add an interdisciplinary component to a traditional research project. Instead, applicants should propose interdisciplinary training in a process of innovation that is directed towards developing new implementable products, processes, or policies that better address specific global health challenges than existing approaches.   Applicants may wish to consult the FAQs on the FIC website (http://www.fic.nih.gov/Programs/Info/Pages/framework-innovations-faqs.aspx) for additional guidance. FAQs will be updated periodically as new questions of general interest are raised.
