Purpose

The purpose of this NOTICE is to modify the eligibility criteria of the Fogarty International Center (FIC) FOA, PAR-10-065 ( http://grants.nih.gov/grants/guide/pa-files/PAR-10-065.html).

Eligibility

Currently, under Section III. Eligibility Information, 1.B., Eligible Individuals. The 3rd paragraph (Project Director/Principal Investigator) states:

Degree and Research: Candidates for this award must have a research or health-professional doctoral degree.  FIC uses this support mechanism to support newly independent scientists, therefore, tenure track faculty and principal investigators on NIH research awards are eligible to apply.  Non-tenure track scientists with peer-reviewed NIH research awards are also eligible to apply.  Candidates must be less than 7 years from last doctoral degree or fellowship.

The above paragraph in the FOA will be replaced with the following language:

Degree and Research: Candidates for this award must have a research or health-professional doctoral degree.  FIC uses this support mechanism to support newly independent scientists, therefore, principal investigators on NIH research awards or who have significant research support from other sources are eligible to apply.

Candidates must be less than 10 years from last doctoral degree or fellowship at the time of application, except as noted below. Exceptions must be approved by the FIC Program Officer.

  • Time spent in a full time program of instruction or training (e.g. obtaining an M.P.H.) does not count toward the ten year limit.
  • Candidates who are more than 10 years beyond the last eligible degree or fellowship, but who have interrupted their careers because of illness or family commitments may apply. They must clearly demonstrate the potential for productive independent research.

In addition, because of the modification in eligibility requirement stated above, the allowable costs will be modified to reflect the now required independent research support.

Also, under Section II. Award Information, 2.A., Allowable Costs, currently states:

Salary:  The salary up to $85,000 or 50% of the salary (whichever is less) and fringe benefits for the ISGHA recipient requested must be based on a full-time, 12-month staff appointment.

Research Support:  Research support for up to $25,000 may be requested for the ISGHA recipient for the following expenses: (a) tuition and fees related to career development; (b) research expenses, such as supplies, equipment and technical personnel; c) travel to developing country research site, research meetings or training; and (d) statistical services including personnel and computer time. In no case may funds be requested that duplicate funds already being provided by other research support.

Research Support:  Research support for up to $25,000 may be requested for the ISGHA recipient for the following expenses: (a) tuition and fees related to career development; (b) research expenses, such as supplies, equipment and technical personnel; c) travel to developing country research site, research meetings or training; and (d) statistical services including personnel and computer time. In no case may funds be requested that duplicate funds already being provided by other research support.

The above two sections in the FOA will be replaced with the following language:

Salary:  The salary up to $100,000 or 50% of the salary (whichever is less) and fringe benefits for the ISGHA recipient requested must be based on a full-time, 12-month staff appointment.

Research Support:  Research support for up to $10,000 may be requested for the ISGHA recipient for the following expenses: (a) tuition and fees related to career development; (b) research expenses, such as supplies, equipment and technical personnel; c) travel to developing country research site, research meetings or training; and (d) statistical services including personnel and computer time. In no case may funds be requested that duplicate funds already being provided by other research support.

All other aspects of the FOA remain unchanged.
