On August 22, 2006, NCRR, on behalf of the NIH Roadmap for Medical Research, issued a Request for Applications ( RFA-RM-07-002 ) for the Institutional Clinical and Translational Science Award (CTSA) program.

This notice clarifies two points in the RFA.

The first refers to the preparation of budgets for the K12 component of a CTSA application. Section 5.1.2: Mentored Career Development Component-K12, currently states: All costs of an existing RM K12, including infrastructure, will remain with the K12 component of the CTSA. This Notice amends the RFA by deleting this sentence and instructing applicants instead to place the administrative expenses anticipated for the K12 component, which includes: Personnel, supplies, travel expenses for the Program Director to attend relevant scientific meetings for the initial year in the U54 component of the budget. Only those costs associated with the scholars, including (1) salary and fringe benefits; (2) tuition and fees related to career development; (3) travel for scholars to the annual NIH meeting; (4) travel to one additional training or scientific meeting per year; (5) recruitment costs (up to $3,000 per year for costs such as brochures, recruitment-related travel, etc.) should be in the K12 component of the budget.

The second point relates to foreign components of CTSA activities. Section III. Eligibility Information, 1. Eligible Applicants, 1.A. Eligible Institutions currently states: Foreign institutions and foreign components of applications are not allowed. This Notice amends the RFA to replace this sentence with the statement: "Foreign institutions are not allowed to apply to this program. Domestic institutions may use CTSA resources to support foreign component activities of projects that receive primary funding from DHHS. Appropriate clearances and approval by NIH program staff are required before use of CTSA resources begins. These activities are permitted under the U54 component of the CTSA, only, and may not include K12 or T32 components."
