Purpose

The purpose of this Notice is to provide clarification about the additional review criteria noted in the Funding Opportunity Announcement (FOA) and to clarify that Fast track applications will not be accepted in response to RFA-MH-13-100 "Clinical Neuroscience and Entertainment Software Pilot Partnership Program to Develop Neuropsychiatric Interventions (SBIR [R43/R44])".

As noted in the FOA, reviewers will be asked to evaluate the following additional items in their evaluation of the scientific and technical merit of the application:
To what extent was the applicant able to obtain letters of interest, additional funding commitments, and/or resources from the private sector or non-SBIR/STTR funding sources that would enhance the likelihood for commercialization?
Does the small business have the scientific expertise and personnel to develop gaming technologies, and has the small business evidenced scientific expertise in relevant cognitive research and/or the ability to work cooperatively with clinical researchers on neuropsychiatric disorders?

As such, applicants are encouraged to address these components briefly within the Approach section of Phase I SBIR applications.  For Phase II SBIR applications, the information should be addressed in the Commercialization Plan section.  Letters of interest, additional support and/or additional resources can be uploaded as part of the application package for both Phase I and Phase II SBIR applications.
 
Fast Track SBIR applications (applications that combine both Phase I and Phase II SBIR studies into one application) will not be accepted under this FOA.

All other aspects of the FOA remain unchanged.
