NHLBI SUPPLEMENTAL INFORMATION TO THE NIH MENTORED CLINICAL SCIENTIST
DEVELOPMENT AWARD (K08)

Release Date: November 18, 1999 (see replacement NOT-HL-03-006)

NOTICE: HL-00-002

National Heart, Lung, and Blood Institute

This notice supplements the NIH Mentored Clinical Scientist Development Award
Program Announcement (PA-00-003) described in the NIH Guide for Grants and
Contracts, 10/8/99, with additional information specific to the NHLBI award.
All information in the NIH Program Announcement pertains to the NHLBI award.
Prospective applicants should use both the NIH Guide and the supplemental
NHLBI information listed below in completing their applications. Consultation
with program staff listed under AINQUIRIES@ is recommended before submitting
an application.

The K08 Award provides research development opportunities for clinical
research scientists with varying levels of research experience who are
committed to developing into independent investigators skilled in the advanced
methods and experimental approaches needed to solve problems in
cardiovascular, pulmonary, blood diseases and transfusion medicine, and sleep
disorders. The K08 Award is intended to provide flexibility in developing a
program suited to the experience and capabilities of the candidate.

Specific information for NHLBI applicants:

Eligibility: Candidates must have a health professional doctoral degree, such
as the M.D., D.O., D.V.M., or equivalent degree, and a professional license to
practice in the United States. Documentation of active licensure should be
included in the application. Applications may be accepted from those who hold
a Ph.D. degree in addition to the professional degree provided the Ph.D.
degree was either: 1) obtained in an unrelated field; 2) obtained prior to the
M.D. degree; or 3) obtained concurrent with the professional degree and an
intervening period of clinical training or other non-research activities
occurred since completion of the concurrent degree.

Integration of Research Training with Clinical Training: The K08 Award can be
integrated with the requirements for clinical subspeciality training, and
differing approaches for doing so may be proposed. A K08 Award plan may
include an interruption in grant support to allow for continued clinical
training. For example, individuals may propose a program encompassing up to a
12-month hiatus to allow for completion of subspeciality training, followed by
continuation of the research career development program. A hiatus of up to 24
months would be considered only under unusual circumstances with strong and
compelling justification. Award support is not provided during periods of
interruption; periods of leave do not reduce the total number of months of
support.

Concurrent Competing Applications: K08 applicants may not hold any other
Federal or non-Federal equivalent salary award, such as the American Heart
Association Scientist Development Grant.

Subsequent Applications for NIH Research Support: K08 Award recipients who
apply for other research grant support are reminded to include salary and all
other research needs in the research grant application for the period
following completion of the K08 Award. Alternatively, recipients of research
grant awards may terminate the K08 Award prior to the start of the research
grant

Other Provisions:

The NHLBI recommends, but no longer requires, an advisory committee composed
of the candidate=s mentor(s) and at least two other senior faculty members.

Allowable Costs:

a. Salary. NHLBI will provide salary not exceeding $75,000 per year plus
commensurate fringe benefits for essentially full-time participation, i.e., at
least 75% effort devoted to the research program. The salary requested must
be consistent both with the established salary structure at the institution
and with salaries actually provided by the institution from its own funds to
other staff members of equivalent qualifications, rank, and responsibilities
in the department concerned.

b. Research Development Support. NHLBI will provide a maximum of $25,000
per year to awards made in FY 99 or later.

Receipt Dates: Both new AND amended K08 applications submitted to NHLBI have
the same annual receipt dates: February 1, June 1, and October 1.

Reminder:

K08 applicants must describe plans to receive instruction in the responsible
conduct of research. These plans must detail the proposed subject matter,
format, frequency, and duration of instruction. No award will be made if an
application lacks this component.

All career award applicants must provide information on their citizenship
status by utilizing the special table of contents for career award
applications (see below under Application Procedures).

Application Procedures: Applicants are reminded that there are special
instructions for preparing individual career award applications in the PHS
398, beginning on page IV-1. Do not use the instructions for regular research
grants found in the PHS 398.

NHLBI asks that mentor(s) include in the application a list of their current
and past research trainees (not more than the last 10 years) with information
on their current positions.
