Clarification of Requirements for the Ruth L. Kirschstein National Research Service Award (NRSA) Institutional Dental Research Training Program (PAR-05-101)

This Notice regarding the Ruth L. Kirschstein National Research Service Award (NRSA) Institutional Dental Research Training Program is intended to modify programmatic budget requirements, and to clarify the limit on number of training programs per institution. The original Program Announcement (PAR-05-101) was released on May 5, 2005, and can be found at http://grants.nih.gov/grants/guide/pa-files/PAR-05-101.html.

This limit will apply to new applications and competing continuation applications from existing NIDCR T32 grantees whose current training programs are below $700,000 in direct costs.

To avoid eliminating support for trainees already in funded training slots, competing continuation applications from existing NIDCR T32 programs with current program costs above $700,000 may request funding at a level necessary to continue all existing trainees. However, no new trainees may be named until the direct cost drops below $700,000, and once that point is reached, the budget may not exceed $700,000.

For all applications , future years' direct costs may increase above $700,000 , but only to the extent necessary to accommodate increasing levels of experience and the associated stipend level increases for existing trainees.

All other budget instructions, including guidelines regarding Training Related Expenses and limits on training director salary support, apply to all applications as described in the PAR.

The intent of this PAR is to have only one integrated, comprehensive training program funded by NIDCR in an institution. For institutions which currently have more than one NIDCR-fundedT32 training program, there will be two options:

Option One:

The training program directors may combine existing NIDCR-funded programs under a single application in response to, and that meets the terms of, this PAR. The application should describe the new consolidated program. The proposed budget may contain funding for all existing trainees and may exceed $700,000, as stipulated above. The new consolidated application will be considered a competitive continuation, and if it is funded, all other current NIDCR-funded training grants from that institution will be terminated.

Option Two:

The first program that is funded under the terms of the new PAR will become the one allowed NIDCR program. Other current NIDCR T32 programs in that institution will continue to be funded through the end of their current five-year project periods, but will not be allowed to resubmit.

Clinical T32 programs awarded under the NIDCR Kirschstein-NRSA Institutional Clinical Research Training Award (RFA-DE-05-008) and T32 programs funded by other NIH Institutes are not counted toward the limit of one program per institution.
